El presidente Barack Obama no planea sumarse a un tratado global que prohíbe las minas terrestres, debido a que una revisión política dictaminó que Estados Unidos no podría cumplir sus compromisos de seguridad sin esas armas, dijo el martes el Departamento de Estado.
"Este Gobierno realizó una revisión política y decidió que nuestra política de minas terrestres seguirá vigente", dijo el portavoz Ian Kelly en una sesión informativa a cinco días de una conferencia en Cartagena, Colombia, donde se revisará la Convención sobre la prohibición de minas antipersonales.
El acuerdo entró en vigor el l de marzo de 1999.
"Determinamos que no seríamos capaces de cumplir nuestras necesidades de defensa nacional o nuestros compromisos de seguridad con nuestros amigos y aliados si firmamos esta convención", agregó Kelly.
Esta es la primera vez que el Gobierno de Obama revela públicamente la decisión.
La Convención prohíbe el uso, la acumulación, producción o transferencia de minas antipersonales. Ha sido ratificada por 156 países pero varias potencias -incluyendo Estados Unidos, Rusia, China e India- no la han adoptado.
Se estima que la detonación de minas terrestres causó 5.197 víctimas el año pasado, un tercio de ellas niños, según la Campaña Internacional para la Prohibición de las Minas Antipersonales, que ganó el Premio Nobel de la Paz y agrupa a unos 1.000 grupos activistas.
Estados Unidos generalmente se ajusta a las provisiones del tratado. No ha usado minas antipersonales desde la Guerra del Golfo de 1991, no ha exportado minas desde 1992 y no las ha producido desde 1997, dijo el lunes en una sesión informativa Steve Goose, director de División de Armas del grupo Human Rights Watch.
