Publicación del BOE de este viernes que recoge el acuerdo del Pleno del Senado para aplicar el artículo 155 de la Constitución en Catalunya.
Un BOE extraordinario, publicado poco después de las seis de la tarde, pone en marcha el artículo 155 solo un par de horas después de que fuera aprobado en el Senado. Con la publicación, el 155.
El boletín recoge solo dos documentos: la resolución del Senado, que aprueba la aplicación del artículo 155. Y una orden del Gobierno que reproduce las medidas acordadas por el Gobierno el pasado 21 de octubre.
Los textos publicados no aportan medidas concretas más allá de las ya informadas hasta el momento, que llegarán, con toda probabilidad, en las próximas horas. Pero les dan vía libre. Así, por un lado se publica la aprobación en el Senado, lo que significa que ya está vigente y permite que el Gobierno ponga en marcha las decisiones que considere, bajo ese paraguas, para aplicar el 155. Seguramente en forma de decretos centrados en cada ámbito concreto.
El otro texto reproduce el listado completo de medidas que el Gobierno hizo públicas el pasado 21 de octubre y presentó al Senado, entre las que se encuentra la destitución de Puigdemont y todos sus consellers, el control de todas las áreas y la limitación de las competencias del Parlament.
De hecho, la suma de ambos textos da como resultado el listado de medidas que puede tomar el Gobierno en Catalunya. Por un lado, todo lo que pidió el Gobierno; por otro, las modificaciones que ha hecho el Senado a esa larga lista de acciones.
Así, el acuerdo del Senado ha suprimido varias medidas, como el control del servicio público autonómico de comunicación audiovisual -TV3, Catalunya Ràdio- o la obligación de que el Parlament pida autorización para debatir o votar cualquier iniciativa. De hecho, según el texto, ese control previo al Parlament sería contrario a la Constitución.
