Durante toda la mañana, mientras el PNV y CC negociaban los detalles del acuerdo con el portavoz socialista, un goteo de grupos desfilaba por el registro del Congreso para formalizar sus enmiendas a la totalidad del Presupuesto. En total, seis partidos han solicitado la devolución del proyecto al Gobierno, pero el nivel de oposición varía radicalmente entre ellos.
Mientras que PP, CiU y UPyD son conscientes de la imposibilidad de llegar a ningún tipo de pacto con el PSOE, los grupos de la izquierda parlamentaria seguirán negociando para intentar llegar a un acuerdo. Sus enmiendas "preventivas" podrían ser retiradas si en los próximos días avanza la negociación.
El principal escollo para ello sigue siendo la política fiscal del Gobierno. Tanto ERC como IU-ICV y BNG creen que se ha optado por una reforma impositiva que deja de lado la "progresividad". Sus reclamaciones tienen como principal objetivo evitar que sea el incremento sobre el IVA quien proporcione el grueso de ingreso extra a la Hacienda pública. Es ese punto el que ha provocado, en el caso de IU y BNG, el bloqueo de las negociaciones.
El caso de ERC es más complejo. Los republicanos han mantenido desde el principio que no habrá acuerdo presupuestario mientras no se avance en el modelo de gestión aeroportuario. Las conversaciones con Fomento se estancaron haciendo imposible por el momento un pacto en el Congreso.
Sea como sea, la mayoría consolidada por los socialistas evitará, si nada se tuerce, que progresen las enmiendas a la totalidad. Se abrirá entonces un plazo mucho más largo, hasta diciembre, en el que las Cuentas del Estado podrán ser enmendadas. Será entonces cuando se puedan reflejar las peticiones de los grupos. Una cosa parece clara. El espacio de negociación, de haberlo, está exclusivamente a la izquierda del PSOE.
