Ni el contenido del dictamen del Consejo de Seguridad Nuclear (CSN) ni la forma de hacerlo público son admisibles. La manera en que se ha comunicado, hurtando a la población el debate sobre la energía nuclear en plena campaña de las elecciones europeas, denota una clara falta de transparencia y un importante déficit democrático: a pesar de que el dictamen de los técnicos estaba en manos del Consejo 15 días antes del 5 de junio, ha hecho falta esperar hasta el límite legal para conocer la decisión final.
El dictamen en sí mismo pasa de puntillas por el principal problema que hoy presenta Garoña: las fisuras en elementos claves del circuito primario y del barrilete, lo que obliga a realizar inspecciones cada dos años en las que los trabajadores reciben altas dosis radiactivas. Además, el propio informe del CSN señala elementos defectuosos que será necesario reparar, como el sistema de protección contra incendios y el sistema de aislamiento de gases, básico para proteger a los operadores de la planta ante un posible escape. Destacan sobre todo dos reparaciones que el CSN pide a Nuclenor para el año 2011 y que, previamente, había exigido a la planta para seguir en funcionamiento: el cambio de kilómetros de trenes de cables y la reparación del sistema de ventilación de emergencia de la contención.
Ya que el CSN no ha hecho los deberes, es el Gobierno de Zapatero el que tiene posibilidades de rectificar cerrando la central. Esta está ya amortizada, por lo que sería gratis proceder a su clausura; es prescindible, puesto que produce sólo el 1,3% de la electricidad y sólo existen en el mundo 14 centrales de más antigüedad que Garoña.
Los puestos de trabajo estarán garantizados durante el desmantelamiento y se podrían usar los fondos de Enresa en la zona para alimentar un proyecto de desarrollo alternativo y limpio.
