El presidente del Congreso, José Bono, ha convocado para mañana a las 12.30 horas un pleno extraordinario en el que se debatirá la prolongación del estado de alarma hasta el 15 de enero, a petición del Gobierno, y los grupos podrán presentar sus propuestas de resolución hasta las 10.30 horas.
Bono ha explicado en el hemiciclo la convocatoria de esta sesión plenaria, que comenzará una vez finalizado el pleno ordinario de esta semana.
Según ha informado, los grupos podrán presentar propuestas sobre el alcance y las condiciones de la prolongación del estado de alarma hasta dos horas antes del comienzo del pleno.
Cuando se hayan presentado esas propuestas, la Presidencia del Congreso comunicará cómo se ordena el debate y las votaciones a fin de que no haya votaciones contradictorias de la Cámara sobre las resoluciones que se presenten.
Finalizado el debate, se someterán a votación la solicitud del Gobierno y las propuestas.
La previsión de Bono es que el pleno acabe sobre las dos de la tarde.
El presidente del Congreso ha añadido más tarde, en declaraciones en los pasillos de la Cámara, que la prórroga del estado de alarma no es ya una decisión del Gobierno, sino del Parlamento, pues así lo establece la Constitución.
Ha indicado que el Ejecutivo, en el texto por el que pide al Congreso autorización para prorrogar el plazo inicial del estado de alarma, no está obligado a incluir una exposición de motivos o una justificación.
