El Gobierno modificará la ley de Haciendas Locales para que el Instituto de Crédito Oficial (ICO) pueda recuperar los avales fallidos de la deuda municipal con las pymes. Así, según fuentes del ICO, la nueva línea de avales anunciada el domingo por Rodríguez Zapatero vendrá acompañada de un decreto ley que regulará el sistema por el que el ICO podrá recuperar el dinero que ponga en el caso de que los ayuntamientos no paguen. En esos casos, Hacienda descontará por vía ejecutiva las cantidades que correspondan de los fondos que distribuye entre las corporaciones locales, dentro del sistema de financiación municipal.
De ese modo, según explicaron fuentes del ICO, las pymes podrán acudir a la banca a solicitar financiación, endosando la factura del ayuntamiento con el aval del ICO. Si el municipio no paga, lo abona el Instituto de Crédito Oficial, que lo recuperaría a través del dinero descontado por Hacienda.
Fuentes del Ministerio de Economía y Hacienda explicaron que el Departamento todavía no tiene cerrada la norma que regulará la nueva línea de avales, que se aprobará en el próximo Consejo de Ministros
