El presupuesto de la Seguridad Social anotó hasta el pasado 31 de marzo un superávit de 8.249 millones de euros, un 24,15% menos que el registrado un año antes, según los datos publicados ayer por el Ministerio de Trabajo. Desde que hace 15 días el gobernador del Banco de España, Miguel Ángel Fernández Ordóñez, alertase de que el sistema de protección social podría cerrar en déficit, sus cuentas se miran con lupa. El presidente del Gobierno, José Luis Rodríguez Zapatero, aseguró que la Seguridad Social terminará el año con un saldo positivo de 5.600 millones; de momento, es 3.000 millones superior a esa cifra.
El saldo hasta marzo es resultado de unos ingresos de 31.008 millones de euros, frente a unos gastos de 22.758 millones (medidos en términos de derechos y obligaciones reconocidas, esto es, desde el momento en que se genera el derecho y no cuando pasa por caja).
Los ingresos bajan un 2,5% respecto al primer trimestre de 2007, por la caída del empleo (los recursos por cotizaciones descienden un 2,4%, hasta 26.208,8 millones). Por su parte, los gastos aumentaron en el trimestre un 8,7%. De éstos, la mayor partida corresponde a pensiones y prestaciones contributivas: 20.410,9 millones, un 8,1% más.
