El especial seguimiento que la Embajada estadounidense en Madrid hace de la situación interna del PP se pone de manifiesto en los últimos cables publicados por el portal Wikileaks. Hasta tal punto, que en una nota confidencial de abril de 2006, dos años después de que los conservadores perdieran las elecciones con Rajoy como candidato, el embajador de George W. Bush, Eduardo Aguirre, llega a analizar a los que él considera que pueden ser sus sucesores.
Del presidente de la Generalitat valenciana, Francisco Camps, ahora en el punto de mira por el caso Gürtel, Aguirre llega a decir que, "aunque relativamente joven, su estatura nacional ha crecido sustancialmente, y parece un buen candidato para pasar a liderar el Partido Popular".
En el mismo cable se analiza a la presidenta de la Comunidad de Madrid, Esperanza Aguirre, de la que el embajador también reconoce capacidad de liderazgo, pero únicamente para una época de transición en el partido. También alude al alcalde de Madrid, Alberto Ruiz Gallardón, al que se describe como alejado del círculo de poder del partido y de los ubicados en la "extrema derecha" de la formación.
