La continuidad en el Ministerio del Interior que prometió Antonio Camacho el día de su nombramiento ha sido ratificada con la elección de Justo Zambrana como secretario de Estado de Seguridad. Zambrana era, desde 2004, el número tres del departamento, en su cargo de subsecretario, por lo que asciende un puesto en el escalafón para los meses que quedan de legislatura, después de que le nombre hoy el Consejo de Ministros.
Zambrana (Badalatosa, 1947) tiene un extenso currículum. Afiliado al PSOE y a la UGT, siempre estuvo en la primera línea del sindicato, donde llegó a dirigir la Federación de Servicios Públicos y de Trabajadores de la Administración. No en vano, es funcionario por oposición del Cuerpo Superior de Administradores Civiles desde 1975. Sin embargo, ha dedicado el grueso de su carrera a la política activa. Ese año fue elegido diputado por Cuenca y ocupó un escaño en el Congreso hasta 1995. En el Gobierno de Felipe González desempeñó el cargo de secretario de Estado de Administraciones Públicas entre los años 1991 y 1994. También ha ocupado cargos en la Administración autonómica, llegando a ser consejero, en Castilla-La Mancha, de Educación y Cultura y después de Administraciones Públicas, a lo largo de la década de los noventa.
Licenciado en Económicas y Filosofía, Justo Zambrana ha desarrollado una labor apartada de los focos en estos siete años en el Ministerio. La Subsecretaría de Interior tiene competencias directas, entre otras materias, sobre tráfico, víctimas del terrorismo y protección civil. Será la actual directora de este último departamento, Pilar Gallego, quien ocupará la Subsecretaría que deja Zambrana.
Gallego fue subdelegada del Gobierno en Madrid durante la primera legislatura de José Luis Rodríguez Zapatero y en abril de 2008 sustituyó a Francisco Javier Velázquez en la dirección general de Protección Civil. Velázquez había sido elegido para sustitur a Joan Mesquida al frente de la Policía y la Guardia Civil, puesto que seguirá ocupando tras la remodelación que ha provocado la marcha de Alfredo Pérez Rubalcaba para ser candidato del PSOE a las elecciones generales.
Para terminar de correr el escalafón, Camacho ha recurrido a una persona de su máxima confianza, María Victoria Sánchez, su jefa de gabinete en la Secretaría de Estado de Seguridad en estos siete años. En la cúpula de Interior se mantiene la secretaria general de Instituciones Penitenciarias, Mercedes Gallizo, y el director general de Tráfico, Pere Navarro.
