El colegio de la localidad de Tithwal, situado en plena Línea de Control, el eje divisorio provisional que separa la Cachemira india de la paquistaní, se erige como una sólida construcción como muestra de las lecciones aprendidas tras el terremoto que asoló la región el 8 de octubre de 2005.
Pero el estado de esta escuela, ubicada en la lado indio como escaparate ante el país vecino, no refleja con fidelidad la situación generalizada de la zona tras el seísmo de 7,6 grados en la escala de Richter que estremeció Pakistán, India y Afganistán. El temblor, el más fuerte que ha experimentado la región en el último siglo, acabó con la vida de 73.000 personas y dejó a 3,5 millones sin hogar.
"Si volviera a repetirse un terremoto parecido, tan sólo el 20% de las edificaciones se mantendría en pie. La reconstrucción prácticamente se ha completado, pero la calidad de los edificios es en muchos casos hasta inferior", señala por teléfono Titus Gall, ingeniero danés desde Srinagar, capital de la Cachemira india.
El frío invierno que se avecinó después y el difícil acceso a algunas zonas montañosas ralentizó durante meses la llegada de la ayuda.
La falta de supervisión y la corrupción en la distribución de la asistencia económica, tanto por parte del Gobierno como de muchas ONG, se cebaron con una región pobre.
"La población no ha recibido suficiente información y apoyo financiero para levantar casas resistentes a los seísmos", afirma Gall. Es sólo cuestión de tiempo, afirman los científicos, para que la falla geológica donde se encuentra Cachemira vuelva a temblar, incluso con más furia.
