El portavoz del Gobierno vasco, Josu Erkoreka, ha afirmado que existen "tensiones internas" en ETA y diferencias sobre la lectura que hacen de la actual situación. Y, ante esta situación, en una entrevista a Radio Euskadi, el también consejero de Justicia ha defendido la necesidad de un final "regulado" de la organización de acuerdo a los cinco principios que defiende el lehendakari, que, además de "concertado", recabe la "unanimidad" por quienes "todavía pueden seguir reivindicando la pertenencia a ETA", y "completo" para que "no queden flecos".
"Que no deje algún rescoldo que como en los incendios, pueda generar un nuevo fuego. En los incendios, los rescoldos hay que apagarlos para que no se pueda generar ningún otro fuego", ha dicho. Según ha puntualizado, la apuesta del Ejecutivo que lidera Iñigo Urkullu es la de "apagar definitivamente todo riesgo de rebrote, de manera que, todos los que, de alguna manera, se identifican con la organización y se mueven en la sigla", asuman "sin excepción" que el final llega y lo suscriban de manera que no quede riesgos en el futuro". "Cuanto mayor sea el consenso que seamos capaces de articular las fuerzas políticas y las instituciones del país, mucho mejor", ha añadido.
Erkoreka ha dicho no descubrir "nada nuevo" al afirmar que "tensiones internas existen, que un diagnóstico común y compartido en torno a la situación actual tampoco existe" en la banda. Por ello cree que, "en la medida en que ese consenso en torno al diagnóstico y los pasos que tiene que dar" se trabajen "desde el exterior, mucho mejor". "Es algo a lo que, responsablemente, tenemos que atender y prestar atención los partidos políticos y las instituciones", ha dicho.

Para que esto suceda, sería necesario, a su juicio, que ETA y la izquierda abertzale reconozcan el daño causado y que se logre un final ordenado de la violencia con un consenso entre los cuatro grandes partidos vascos: PNV, PSE/EE, PP y EH Bildu.
Por otra parte, el mismo Erkoreka ha considerado "anecdótico" dónde están las armas de ETA, de qué manera se custodian o bajo control de quién "siempre que se certifique que están fuera de uso operativo". "Si los verificadores lo certifican y tienen credibilidad, que para el Gobierno Vasco sí la tienen, ya es bastante garantía", ha dicho en la entrevista.
