La Comisión Electoral de Afganistán (IEC) comenzó ayer el envío de material electoral "no sensible" a las provincias, en preparación de la segunda ronda de los comicios presidenciales del próximo 7 de noviembre, según informó ayer su portavoz Noor Mohammad Noor.
El envío incluye las urnas, los sellos y la tinta para marcar a quienes ya han votado, pues las papeletas, consideradas material "sensible", serán enviadas con 48 horas de antelación para evitar el fraude.
La IEC convocó el martes una segunda ronda electoral tras invalidar los votos fraudulentos de la primera, celebrada el 20 de agosto, y confirmar que el actual presidente, Hamid Karzai, no había logrado la mayoría absoluta necesaria para revalidar mandato.
Karzai se enfrentará en la segunda ronda al ex ministro de Exteriores Abdullah Abdullah. Según los últimos datos de la IEC, Karzai obtuvo en la primera vuelta el 49,67% de los votos y Abdullah, el 30,59 %.
Noor afirmó ayer que la Comisión de Quejas no participó en el fraude, y ninguno de los 200 funcionarios electorales expulsados de sus puestos es miembro de este organismo, sino personal de la misión de la ONU.
Temores de abstención
La ONU informó ayer de que el plan es reducir los colegios electorales a 16.000, aunque esto supondrá un mayor desplazamiento de los votantes y puede contribuir a una participación menor.
La IEC admitió que había "sobreestimado" el número de colegios que podía instalar en la primera ronda (26.000), de los que un "gran número" no pudo abrir por razones de seguridad.
La participación en la primera ronda fue del 38,7% (5,66 millones de personas), dato que incluye el millón de votos fraudulentos.
