La Guardia Civil ha comenzado a realizar controles para detectar el consumo de drogas entre los conductores. Zaragoza y Badajoz fueron los lugares elegidos y los controles proseguirán hasta el domingo, aunque el próximo fin de semana se repetirán en dos nuevas ciudades.
La idea es extender este procedimiento progresivamente al resto de España con un objetivo: cazar a quienes conducen bajo los efectos de sustancias estupefacientes y "acabar con la sensación de impunidad" que existe.
Lo anunció el viernes el fiscal delegado de Seguridad Vial, Bartolomé Vargas, quien aseguró que "en el 10% de los accidentes de tráfico con fallecidos, se detecta consumo de drogas". Vargas alertó del "incremento de las cifras de siniestralidad juvenil entre 16 y 30 años".
Estos motivos llevan a la Fiscalía a extender los controles de detección de sustancias psicotrópicas por toda España. La noche del viernes se ha dado el primer paso. En este dispositivo, están presentes un fiscal de guardia y una ambulancia con personal sanitario.
Entre las pruebas que se realizan a los conductores, se encuentra el test salival, que ya utilizan los Mossos d'Escuadra y que, según el fiscal, se "adapta a la legislación vigente". La actual normativa no recoge la existencia de dispositivos homologados de estas características, a excepción de los alcoholímetros por aire espirado.
A partir de ahora, si el resultado del test de saliva es positivo, se somete al conductor a una revisión médica. Si el doctor lo considera oportuno, remitirá el caso al juez, quien será el que decida la sanción a aplicar.
Las pruebas que comenzaron anoche tiene una "clara intención disuasoria", ya que lo que se busca es que el conductor "tome conciencia" del peligro de conducir drogado.
La Fiscalía pretende resolver todos estos procedimientos por la vía de los juicios rápidos. Pero avisa: si alguien se niega a someterse a las pruebas, puede cometer un delito de desobediencia grave previsto en el Código Penal.
