Antes de abandonar su cargo de ministro de Asuntos Exteriores, Bernard Kouchner aseguró a EEUU que Francia se quedará "hasta el final" en Afganistán. La documentación filtrada por Wikileaks al diario Le Monde revela, sin embargo, que el compromiso bélico del Gobierno francés que tiene a 3.750 soldados desplegados en la actualidad en el país asiático depende en realidad de los intereses electorales del presidente Nicolas Sarkozy.
En 2008 el jefe de Estado francés anunciaba el envío de otros 1.000 efectivos. Entonces la embajada de EEUU en París escribió en un cable diplomático: "Todos los oficiales franceses piden a EEUU ayuda para convencer a la opinión pública (...). Los Aliados tienen influencia sobre la estrategia civil y militar". Pero tras la muerte de 10 soldados franceses en agosto de ese año, Sarkozy rechazó la petición de la OTAN de mandar a más hombres. La opinión pública estaba entonces en contra de la guerra en Afganistán y el presidente tenía una tasa de popularidad de las más bajas.
"Sarkozy quiere distanciarse de EEUU y mejorar su popularidad", dice el general francés Georgelin, según un documento del 25 de noviembre de 2009. El oficial fue hasta aconsejar a los estadounidenses "una llamada de Barack Obama" a Sarkozy en la cual "todos los halagos" serán bienvenidos. Georgelin pensaba entonces que el envío de 1.500 soldados más era posible. A principios de este año, Sarkozy que ya piensa en su reelección en 2012 rechazó esta propuesta.
