La Comisión Europea todavía espera ver cifras concretas de reducción de emisiones de CO2 y compromisos económicos en la cumbre de diciembre en Copenhague. Sin embargo, la advertencia de Barack Obama de que la cita con el clima llega demasiado pronto ha cambiado el lenguaje comunitario. Allí donde antes se contaban los días para la cita final, ahora la jerga europea ha introducido la fórmula del llamado 'acuerdo operativo', que facilitará en diciembre acuerdos definitivos para 2010. La portavoz de la Comisión Europea, Pia Arhenkilde, dibujó el plan de Copenhague como un texto que amarrará las voluntades de 'los grandes actores', incluidos EEUU, China o India, al servicio de 'un acuerdo plenamente vinculante', que sería posterior.
¿Puede el planeta esperar un año más? Fuentes consultadas indican que, por la falta de unidad en EEUU frente al cambio climático, no hay alternativa. 'Es mejor un pacto ambicioso en 2010 que un mal acuerdo en Copenhague', añaden.
Dinamarca, organizadora de la cumbre de la ONU, se ha puesto ya a trabajar para conseguir que el pacto de diciembre no sea un mero brindis al sol. 'Dado el factor del tiempo y la situación individual de algunos países, debemos concentrarnos en lo que es posible y no distraernos con lo que no lo es', aseguró, según agencias de prensa internacionales, el primer ministro de ese país, Lars Løkke Rasmussen, a los líderes reunidos en Singapur. Rasmussen confía todavía en conseguir 'no una declaración política con bonitas citas, sino una redacción concreta de un acuerdo que cubra todos los aspectos'.
No obstante, asuntos clave, como la reducción de emisiones, podrían quedar para 2010, así como la financiación del crecimiento verde en países emergentes. Fuentes españolas dieron ayer por inevitable el retraso pese a las expectativas creadas.
En todo caso, fuentes de la dirección general de Medio Ambiente comunitaria aseguraron ayer que blandirán su promesa de una reducción del 30% en las emisiones contaminantes, condicionada a un compromiso global similar, para tratar de convencer al resto de negociadores de la importancia de no rebajar las expectativas, informa María García de la Fuente desde Bruselas.
