La amnistía fiscal puesta en marcha hace seis meses por el Gobierno ha obtenido un pobre balance recaudatorio al aflorar solo un 6,0% del importe que se había propuesto el departamento de Hacienda. El sindicato de técnicos del Ministerio de Hacienda (Gestha) calcula que desde la aplicación del proceso de regularización fiscal desde junio apenas se han recaudado 149,6 millones de euros hasta octubre, haciendo poco verosímil que hasta su finalización el 30 de noviembre se alcancen los 2.500 millones de euros que se habían fijado como objetivo inicial.
'Con los últimos datos del Informe mensual de recaudación tributaria, Gestha considera que es 'misión casi imposible' cumplir las expectativas iniciales', ha señalado el sindicato en una nota de prensa. Inspirado por la larga y profunda crisis economía que padece el país, el Gobierno español lanzó desde el principio de la legislatura una cruzada contra el fraude fiscal con el objetivo de mejorar el déficit de las cuentas públicas. En sentido contrario al buscado por Hacienda, Gestha agregó que esta medida ha tenido un efecto negativo sobre otros ingresos tributarios, al provocar una disminución del 20% de la recaudación inducida, que engloba las declaraciones voluntarias presentadas fuera de plazo para evitar sanciones.
Gestha, que siempre se opuso a la puesta en marcha de esta medida, ha recordado que la amnistía vulnera el principio constitucional de igualdad tributaria y afirmó que se debería perseguir el fraude de las multinacionales y grandes compañías, en lugar de concentrar el esfuerzo en investigar a autónomos, microempresas, pymes y asalariados.
Según datos de la consultora i2 Integrity, la economía sumergida en España supone alrededor de un 23% de su PIB, frente a una media de entre el 10% y el 13% en la UE-27. Según la consultora, el año pasado se escaparon por el agujero del fraude fiscal 70.000 millones de euros. Solo en términos de IVA, la Hacienda española habría dejado de ingresar 18.000 millones de euros en 2011.
