La agencia de calificación Moody's ha decidido elevar la calificación de la Comunidad Autónoma vasca de 'Baa2' a 'Baa1', de forma que se sitúa un escalón por encima de la de España. Moody's, también revisa la situación de Vizcaya, a la que otorga la misma nota, y destaca la "buena posición de liquidez" de ambas entidades.
Por otra parte, se muestra convencida de que las reformas fiscales aprobadas en Vizcaya, Álava y Guipúzcoa y que se aplicarán en 2014, permitirán un "aumento significativo" de recaudación por la reforma fiscal.
En un comunicado, la agencia explica, en su decisión de actualizar las calificaciones del País Vasco y del Territorio histórico de Vizcaya, que ambos disponen de "regímenes fiscales únicos y protegidos" que, actualmente, "permiten retener suficiente resistencia de crédito para mantener sus calificaciones un escalón por encima de la del soberano".
Además, afirma que, tanto en País Vasco como en Vizcaya, las amortizaciones "limitadas" de deuda en 2014, así como las "buenas posiciones de liquidez" de ambas entidades, "limitan su riesgo de refinanciamiento".
La agencia también señala que la reforma fiscal que las Diputaciones forales vascas aplicarán a partir de este año, ocasionará "probablemente" un "aumento significativo" en las respectivas recaudaciones de impuestos de sus Haciendas.
